As far as I know (at least for the past 5-6 years) Google's policy has
always been that you had to be 13 to have an account.  Perhaps now they are
starting to enforce it; but according to a forum I just checked (by
searching Gmail help) I saw people posting that parents could take control
of accounts for under 13s and keep them for them; so they are not removed.
