Hi Wes,

I have made a small application to do just that. When its open, you just 
press shift+f3 for arrow, shift+f4 for circle, and they will be placed 
exactly where your cursor is situated. Then the image pops up and you can 
place it on the desktop by right click and paste. Then attach it to your 
mail.
