Do I understand you correctly, that you sent a message from your Hotmail
account, to a non-Hotmail address and account, and the error message says
that a @hotmail.com account is disabled?

Is it your Hotmail account that it says is disabled?

Normally, "account is disabled" means just that, and it refers to the
account that their email system attempted but failed to deliver the message
to.

(I'm assuming you altered some of the actual names in your error message.)
