That CAN be a reason but it is only one of a few possibilities.

As far as I know, filters can only be created manually, by you.

Maybe there is someone else who has access to your account?  Did you give
someone your password?  Is your password easy to guess?  Maybe it is time
to change it.  If you click on the "Last account activity" link in the
lower right, does it show suspicious logins that weren't from you?
