The only good way is through the forms you mention, however, I personally
would consider 4 submissions in 2 weeks to be excessive.

Also, if you read the message, you weren't blocked, but "temporarily rate
limited".  This means that either automatic methods, or users, have
classified your messages as unsolicited; ie unwanted, and you're sending
too many per hour.
