That isn't an "Add New Contact" option. Rather it's an "Add to ..." contact group for whatever group you're currently viewing. The box is blank so that you can start typing the name of a contact. As you do, existing contacts which match the text you've entered are displayed below so that you can pick from them and add them to the contact group.
