Have you ensured you're compliant with the bulk sender guidelines? ( https://support.google.com/mail/answer/81126?hl=en) I see you using an SPF, are you using a DKIM and DMARC? It also falls to what user's do; so if you've sent mail to people who have marked themselves as spam, that will impact all users.
