Paul,

With the file you want to share selected, click on the More drop-down and
select "Share..." and then "Share..." again on the next pull-out menu.

Next select the "Share link via Gmail" option and then select the "Anyone
with the link" on the Sharing Settings pop-up.  Click on the Share to Gmail
button.

This will generate a Gmail message compose window with the link for the
file you want to share.  You can then share it with whomever you want.
 Even if they don't have a Gmail account, the link will open up a page for
them from which they can download the file.
