Alan, There are two likely scenarios, neither are going to be what you'd like.
Either, the name contains one of their reserved words (like admin) which won't let you create the account, but uses that same error; or, the account was created, and later deleted. Google does not have an official policy that I've ever seen to recycle usernames, so there's little chance you'll be able to get that name. Sorry.
