​I did POP3 once from one account to another, and I found that it only went
back to a certain date, with nothing retrieved before that date.  I reset
the date in the POP3 settings​ to see if it would go back earlier, but it
did not.

You can wait forever and it won't go back any earlier.  Don't know why.  In
my experiment, it's been years now and nothing further was retrieved.
