I mean, I guess you could hire a computer security expert & thug to track down that user and poison them so they can't do it anymore... but I would not advocate that. If that is the problem, then it would likely happen no matter who is the email provider. Most if not all have basic security measures that try to stop account hacking by trying millions of passwords -- by locking out the account. But there is nothing I know of, to stop someone from trying. Someone else chime in here if there is something -- perhaps the 2-step verification method? -- that is secure enough so that they don't need to lock out an account even if it is hit by millions of login attempts.
