If you have a G Suite Legacy account you have not been able to sign up for the new Gmail. Google only allowed it for free Gmail users and paid G Suite accounts. I just logged into my domain settings for Gmail and I now have the New Gmail Early Adopter Access setting. If you do not have it yet, I am sure you will get it soon.
