No. google.com/notebook/bookmarks has been out for a while. It isn't as easy to download the entire list of bookmarks. The limit I think is 20 bookmarks per request last I checked. google notebook is also not under development anymore (not like regular bookmarks are being improved, but I don't see those problems with the notebook site being changed) I think there were a couple other problems with it when I looked into it.
