Various google tools would let you create an account using a non-gmail mailbox. One example is Google Voice. My domain is a google app, but Google Voice treats it as a 3rd party email address..
Google Bookmarks was the same I believe... If I log into my google apps account start page, and then go to bookmarks.google.com, it forces me to log in again. Same username/password, but it's like it doesn't recognize it as a consolidated set of tools...
