I was thinking it was a leap second thing, but that seems unlikely after
doing some code read -- we added the Jan 1 2017 leap sec to the data
files, but the ephem looks like it is propagating before then.
Do you see agreement in your local run after running preparegmat, using
the current test system files (i.e. after a svn update)?

I beg to differ on that point. It has failed similarly in the last 2
test system runs on Windows; here is the line I see in the one that
arrived this morning:
