    does not exist

all they all use the setting

    CommandLineArgs : --startup_file ...

in their .tc file. Those 3 cases are the only .tc files that use that setting in the test system. Seems like a smoking gun to me...

(I don't think the issue is path -- I tried putting the startup file in the bin folder and changed the tc file accordingly, and still see the failure.)
