I found a config issue and fixed it and the CommandEcho tests all pass now.

It appears to me that the failures are occurring because the log files contain the path to the script test file on the test machine, which is machine specific. Once that is corrected, I suspect that files that test solvers with the CommandEcho will fail due to noise in the solutions on different machines/platforms. We need to figure out a way to make these tests less brittle. One idea to test solvers is to test on an algebraic problem (no propagation), and set the Solver to run initial guess. This, I think, should always have the same output for the first pass through the solver.
