Makes sense. That block is for Windows dll import/export definitions.
Being global averse, I prefer to keep those buried as they currently are
and then whine when something builds on Windows but not on Linux and Mac!

Interestingly, the merged code would not compile on Linux because of this entry
in MeasureModel.hpp:

until I set this forward reference at the top of the file:

I'm surprised Windows didn't require this setting.

I ran the other 12,000 non-Nav tests, for Low thrust build, as well.
Results look good.
I have fixed all the failures. Last night, Don merged Master to Low
thrust.
I think we are now ready to merge Low thrust to Master. We should
