The version of configure.bat on the GMAT repo does download Spice 65; SteveH
made that change on Friday Oct 13. The configure.bat file you attached also
downloads v65.
See configure.bat line 133:

If you go into GMAT's depends/cspice/windows/cspice64/doc/version.txt, what

I think the configure.bat file that I have gets the latest version of Spice.
Do you or any one else on distribution have a version of configure.bat that
