Yep, my mistake, I have 65.  Tuan will take a look at his setup.

The version of configure.bat on the GMAT repo does download Spice 65; SteveH 
made that change on Friday Oct 13. The configure.bat file you attached also 
downloads v65.

See configure.bat line 133:

If you go into GMAT's depends/cspice/windows/cspice64/doc/version.txt, what 
version does it say you have?
