We don't see these issues on Linux because the fmincon plugin uses a
Windows specific interface -- the (ancient!) Dynamic Data Exchange (DDE)
interfaces -- so it is turned off for the Linux (and Mac) tests.

_Bad News:_ We still have about 7 fmincon tests that fail because
GMAT "Failed to open MATLAB engine." This is weird though because the
license logs show the licenses were pulled.
However, it appears, for some sample test cases, that switching from
Matlab R2019a to R2017b ameliorates this issue. For now, I have
switched the Windows test machine back to Matlab R2017b. We will see
how today's regression test run goes.
