We don't want to return an error if we have the wrong line endings.  We want 
any system to read any file.  (Djc, wendy, correct me if I am wrong)

I think we are supposed to already have something like you suggest (agnostic 
getline) but clearly it doesn't seem to be doing the trick.

It may be that we are trying to read Windows newlines in Linux and Mac. Ideally 
we should return an error regarding this so the file is properly formatted for 
the running OS. Maybe the need is to have a custom "getline" method agnostic of 
the OS newline?

For example, I thought I remember some discussion of GMAT code (a file reader) 
that is already supposed to be platform agnostic.  (is this correct, what 
function/file name?)
