- Modified latest valid date to be 28 Feb 2100 00:00:00.000 (MJD 58127.5)
- Modified static const date values to style guide
- Remove access methods for date range values (code accesses it directly as a
public static const, as in other constants in GMAT)
- Added static const protected values to use in IsValidGregorian method,
instead of hard-coded values
------> This fixes (again) Bug 2568 - GMAT should not allow a spacecraft epoch
beyond 01 Jan 2100 00:00:00.000 UTCGregorian
