Fix for GMT-16 - Renaming commands accept quote character, which cannot be
loaded later
Interpreter - Changed to return bool in ParseAndSetCommandName() so that
invalid command name can be handled
MissionTree - Changed so that single quotes are not allowed in command names.
Moderator - Just changed debug
