Fix for GMT-55 (Bug 2569 - Discontinuity in CCSDS ephem)
LagrangeInterpolator - Added a new method UpdateBeginAndEndIndex() and moved
the code to update begin/endIndex from IsDataNearCenter() to
UpdateBeginAndEndIndex() so that begin/endIndex can be updated in
Interpolate(). Updated debug.
EphemerisFile - Just updated debug
