Put in plce code to locate derivative zeros. This code is then skipped in
current builds to avoid perturbing the R2012a code base. In addition, this
commit make the following changes:
+ Added flags and structures to handle the difference between locating function
zeros and derivative zeros
+ Added a data member to buffer a found derivative zero epoch
+ Made the exception messages more explicit so that a bad step error can be
tracked to its point of origin
