Another Fix for GMT-548 (Mission Sequence Vary Panel now shows Solver as
"DefaultDC" vs "Optimizer")
Actually previous fix did not set the proper solver for Vary command inside
Optimize or Target.
Fix the Moderator to create proper solver for Vary command.
