Completes Fix for GMT-574 (GMAT does not register changes to
NonlinearConstraint panel)
CommandUtil - Added a new method ResetCommandSequenceChanged() so that
Moderator can call this method to reset command changed flag for all commands.
GmatCommand - Removed setAll flag from ConfigurationChanged() since
CommandUtil::ResetCommandSequenceChanged() handles resetting for all command.
