Fix for GMT-235 (Need to add notice to Mission Tree to alert users you can't
insert unless the Show all Levels filter is active)
Actually it can add a new command when tree was filtered by any level, but can
not add when any category filter is on.
Changed to show the notice through the menu item for Append/Insert when
category(include/exclude) filter is on.
