Fix for GMT-2403 (Unable to delete DefaultSC)
Added additional input flag to ConfigManager::RemoveItem() to remove associated
Parameters when spacecraft or impulsive burn is removed.
This will enable users to remove spacecraft or impulsive burn from the resource
tree when there is no dependency.
