[GMT-2572] Extensive code changes to the ABM propagator code, so that:
1. The code works. We were never leaving the startup code, so the
predictor-corrector was never firing,
2. The code uses the derivative data when it is supposed to; the version in
GMAT was using state data rather than derivative data, and
3. The code conforms to the style guide
