Fix for:
GMT-2620 (Fix welcome page to bring up file browser for Sample Projects)
GMT-2626 (Help Page Issues - Online Help, Tutorial and Report An Issue)
GMT-2243 (Minor GUI Changes for Visual Freeze and Link Updates)
WelcomePanel - Updated to bring up file browser for sample projects in new
method OnOpenSampleScript() and to parse the sample script. Added Online Help
and Report an Issue links in the Welcome panel.
GmatMainFrame - Updated to use help links from the GMAT.ini file.
GmatMenuBar - Changed Tutorial to Tutorials.
OutputTree - Updated to use the resource tree icons.
GmatMdiChildFrame - Added needed header file since I removed the dependency of
WelcomePanel from GmatMainFrame.hpp. Used forward declaration instead.
GMAT.ini - Updated to point to correct link.
