GMT-2734 ReportFile code QA
GMT-2739 Report code QA
ReportFile, ReportFileSetupPanel - Changed WriteHeaders to BOOLEAN_TYPE
parameter. It still accepts On/Off.
Interpreter, Validator, Assignment - Changed to accept case insensitive
true/false/on/off for BOOLEAN_TYPE and ON_OFF_TYPE per decision made in the
GMAT Software Spec.
Subscriber, Report - Fixed turning on and off writing column headers for report
in command mode.
Rmatrix.cpp - Removed prepending extra blank when formating matrix in
ToRowString()
StringUtil - Added ToOnOff()
