GMT-2735 OrbitView Code QA
GuiPlotReceiver - Added a check for the NULL frame before accessing it.
OrbitView, OrbitViewCanvas - Removed unused data member and commented out code.
Updated debug.
ViewCanvas - Fixed UseInitialView field to work properly. When UseInitialView
is unchecked from the GUI, it will use the current view when rerunning the
mission.
MdiChildViewFrame - Added a new method to set new frame flag so that initial
view setting will be used for a new frame when using initial view is turned
off.
