[GMT-2971] Changed the default force model code so that the created objects are 
placed in the configuration, making them available for assignment from other 
parts of the code.  This pattern seems to have been changed back and forth 
multiple times in the Moderator code, so I added a note there that we should 
leave the creation pattern as is (to match system design) and make other fixes 
to the implementation elsewhere.

I see no changes in either RoutineTests or SmokeTests with this change, so do 
not know what has prompted the implementation flip-flops in the past.  The fix 
should be in the 8/14 (or later) build.
