Fix for GMT-2355 Toggle command does not work correctly for an EphemerisFile
Toggle - Updated to call Subscriber::TakeAction("ToggleOff") in Execute() so
that EphemerisFile can handle toggle off action.
EphemerisFile - Implemented TakeAction("ToggleOff") to finish up writing
current data and restart for the next data.
