Fix for GMT-3089 GroundTrackPlot panel - changing Solver Iterations resets Data
Options values
GmatBaseSetupPanel - Updated to refresh only one control on option in
RefreshProperty() so that when CentralBody is changed, new texture map can be
displayed without refreshing all properties.
GroundTrackPlot - Just updated debug.
