- Partial Fix for GTM-2317 UserInputValidator truncates integers and floats
without warning
- Adds default allowOverflow = True parameter to ToInteger, ToIntegerArray,
ToReal, ToRealArray, IsValidNumber, IsValidReal
- Modifies ToInteger to correct detect overflow and warn or return False based
on allowOverflow
