Fix for:
GMT-3272 Dependencies allowed in standalone parameters
GMT-3271 No error when using central body in coordinate system parameter
GMT-3215 Error with no message with nonexistent central-body parameter
dependency
Added check for Parameter dependency before creating a Parameter wrapper.
Removed redundant error message.
