Partial fix for GMT-3909 (Ephemeris File is NOT being generated at user-defined
InitialEpoch and FinalEpoch when StepSize field is set to IntegratorSteps)
Updated to interpolate state at user defined final epoch when writing at
integrator steps. This fixes CCSDS type only.
