I am not sure such documentation would help: I expect people to notice
(like you did) that things don't build in that folder before they'd hit
such documentation.
For me, the value of such documentation is that it would have alerted me
(fairly early on) to the fact that investigating and reporting the failure
was a waste of my (and your) time.
