It was written with pdf and info output in mind. Not only do we leak backslashes, the same symbol appears in plain and slanted font. I don't particularly like the syntax a^b either, and since superscripts do exist in html, we should use them. I tried to make a major revision a while ago, but ran into texinfo bugs. I tend to run into bugs. The particular bug this time was that texinfo decided to randomly change font and layout of the "Function: foo ..." stuff in the presense of certain formatting commands.
