Ouch, not being much of a libtool user myself, I hadn't noticed that. We could consider configuring shared libraries without libtool. That's what I do in Nettle (which uses neither libtool nor automake), see https://git.lysator.liu.se/nettle/nettle/-/blob/master/configure.ac#L761 It hasn't been that much hassle to maintain, but may well be inferior to libtool in some ways.
