could you clarify the problem a bit? I just tried, I can download the file
with wget or a web browser, the utility "file" says it is
gmp-6.2.1.tar.lz: lzip compressed data, version: 1
and both "tar xf" and "lzip -d" happily handle it.
Do you mean that you end up with a text file whose content is 'No lzip or
lunzip available'? Is it possible your web browser tried to be helpful and
uncompress it for you but failed?
