Physical groups are collections of elementary entities. In your mesh all the elements belong to the elementary entity 0---thus there's no way to group them in separate physical groups.
Hmmmm, I am puzzled. Anyone know what's wrong with this file. Is the format slightly off because of all the spaces in it?
