Do the options View.CustomMax and View.CustomMin do what you want? See http://geuz.org/gmsh/doc/texinfo/gmsh.html#Post_002dprocessing-options-list. There's equivalent functionality in the GUI too: change `Range Mode' from `Default' to `Custom' and then set the `Custom min' and `Custom max'.
