in one of the surfaces enclosing the volume, prisms and/or pyramids should be

If you don't recombine Surface 11, you will get a mesh with prisms and

You can use Gmsh but you must force the Frontal algorithm.
Options->Mesh->General->3D algorithm->Frontal
You can also force the algorithm in the geo file with
Mesh.Algorithm3D=4;
Have a loop at the attached example
