They are values are inverted: the small parts of the geometry should have a smaller lc and not the opposite. They should be reasonable and give an idea of the size of the discretization you want. I am able to get a 2D mesh with all of them fixed to 100. Or the first to 100 and the following to 10.... You will have to adjust them.
