Then I would try to just do a Delaunay triangulation of your points. gmsh has a 
plugin for that. But I have never done that kind of thing, please ask on the 
gmsh list for further assistance. I forward this mail also to the list.

Hi Rachid,

you could try to do a Delaunay triangulation of your points to get a surface 
representing the ground.  You might have to project your points onto a plane 
since normally Delaunay triangulation works only in 2d AFAIK. Once you have the 
ground, you can define additional points at the edges of the volume you want to 
consider, define lines and surfaces and finally the volume. Then you can do a 
mesh3D.
For details, consult the gmsh documentation and ask the gmsh mailing list.

Hi Matthias,

For my tsunami simulation I need to generate a depth-dependent mesh with coarse 
resolution at deep water and high resolution at coast and land (for inundation).
The topography data is a text file containing the depth for each point in the 
domain. Is it possible to import this data and give gmsh the command to perform 
a depth-depended triangle size?
