I asked Markus to remove the extra check, it's causing me problems on
Fedora, and is unnecessary anyway. I dislike adding values to CXXFLAGS
or CPPFLAGS directly during configure, and prefer to keep everything in
in it's own variables, like BOOST_CFLAGS.
