Yes.
I will probably add a 'set whitelist off' and 'set blacklist off' too, because
if there's a global whitelist and you want to use a local blacklist instead,
it's not clear how to do it. I think you would have to have:
set whitelist
set blacklist www.blacklisted.com
but I'm not sure if that works either.
